Work Location is Misawa AFB, Japan - Immediate need
- Monitor design and/or construction progress, recommend progress payments, attend construction management, and review meetings, and prepare/process construction progress reports.
- Assist with claims, dispute resolutions, and litigation.
- Participate in job-site meetings with all stakeholders, monthly construction progress meetings, and all technical meetings.
- Maintain filing system for all correspondence, submittals, shop drawings, reports, payments, contract changes, etc.
- Maintain records/correspondence received or issued by the CO; change orders/documents related thereto; RFIs; all records relating to shop drawings, samples, purchases, material, and equipment; applicable handbooks; daily diary; site inspection log, and all other records related to a TO and construction work.
- Keep and maintain accurate and detailed records of project progress during all stages of construction. Maintain a detailed daily diary of all events that occur at the job site or elsewhere that affect or may be expected to affect, progress. Include the Schedule Activity ID for all applicable items
- Prepare and submit daily reports on the status of construction, including updated copies of all logs maintained at the site, e.g., submittals, inspections, minutes of the weekly construction progress meetings, actual versus scheduled percentage of completion
- Review the construction Contractor's schedule and provide analysis of delays and unforeseen impacts to the schedule.
- Monitoring Contractor Performance: on-site construction inspection, preparation of punch lists as they occur, witness specialty inspections/testing. Review all Third-Party Testing results.
- Review all requests for payment, conduct specified payment/inspection meetings and recommend payment or rejection of progress payments.
- Review all submittals for completeness, technical accuracy, and contract compliance, recommend approval or rejection. Maintain submittal log and action taken.
- Support Contract Modifications by providing supporting documentation including an independent cost and schedule estimate.
- Review claims from the construction contractor and render any assistance that the Air Force may require, including supporting information necessary to resolve the dispute.
- Ensure the construction contractor maintains a current set of handmarked, as-built drawings on the job site, and that they are updated as required.
- Check shop drawings for completeness and compliance with contract requirements.
- Reply to RFIs within 4 workdays.
- Analyze requests for time extensions by reviewing the baseline schedule, critical path, and the cause(s) for delays.
- Support claims/terminations by preparing written supporting documents.
- Observe pre-final and final inspections and testing of all systems pertaining to the construction project and ensure the construction contractor maintains a complete and accurate punch list. Provide a complete list of all defects and omissions written throughout the project with the date of correction noted.
- Obtain a listing of all materials and equipment covered by warranties, complete with duration of the warranty and complete all actions required to ensure validation of all warranties.
Requirements:
- Bachelor's degree in Engineering, Construction Management, or related field
- 10+ years' construction project management/quality assurance experience on large scale projects
- 5+ years' experience in hospital-related construction, hospital construction compliance, specifically in the mitigation of Infection Control Risk Assessments (ICRA) for Military Hospitals.
- Must have attended a professionally accredited Quality Control Management Course (e.g., conducted by the US Army Corps of Engineers or an independent private company) within the last five (5) years
- Must have solid working knowledge of medical design criteria, UFC's and federal building code requirements as well as TJC, NFPA, ASHRE, Life Safety, Infection Control, and related medical facility regulations, codes and standards
- Demonstrated knowledge and understanding of mechanical systems such as HVAC, Water, Steam, and Electrical systems
- Excellent verbal and written communication skills
- Exceptional customer service mindset and delivery to team members and the client
- Excellent time management under tight schedules and deadlines
- Working proficiency on MS Office Suite
